The two leaders who were vying on Orange Democratic Movement (ODM) party tickets were declared winners on Friday morning after Mr. Orengo garnered 220,349 votes.
He beat former Raireda MP Nicholas Gumbo of UDM, who scored 147,558.
Speaking after being awarded his clearance certificate, Mr. Orengo thanked voters and promised to transform Siaya county, per his manifesto.
“I cannot take this for granted, we had a manifesto and I can assure Siaya people that we are going to deliver what we promised in that manifesto,” he said.
In the senatorial race, Mr. Oginga collected 285,595 votes, beating his main competitor, Julius Okinda, who scored 33,898 votes.
On his part, the 79-year-old thanked supporters for selecting him from his younger competitors whom he claimed were not yet “mature” enough for the Senate.
“I want to thank Siaya for honouring me with a chance to lead you as your senator. I am over 70 but you have selected me from much younger people. But then, their maturity to represent people in the senate has not yet come,” said Oginga.
Christine Ombaka was meanwhile announced the Siaya Woman Representative-elect after garnering 207,748 votes.
She will now serve the role for a third term.
