A delegation of Principal Secretaries has commended the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) for successfully transitioning to a fully paperless, digitised healthcare system, describing the initiative as a strong benchmark for modern, patient-centred service delivery in Kenya’s public hospitals.

The delegation, led by the Principal Secretary for the State Department for Medical Services, Dr. Ouma Oluga, toured the facility to assess the impact of digital transformation on service delivery.

Dr. Oluga said digitisation is no longer optional, noting that it is critical to improving efficiency, accountability, and the overall quality of healthcare.

During the visit, the team observed patient flow at the Accident and Emergency Department, where manual registers have been replaced with an integrated digital process that tracks patients from registration through to treatment.

Officials noted that the system has streamlined operations and improved coordination across service points.

The delegation reviewed the implementation of the AfyaKE system, which integrates clinical, laboratory, pharmacy, and medical records services.

Through the platform, medical officers use tablets to transmit orders directly to relevant departments, significantly reducing patient movement, waiting times, and the risk of errors commonly associated with paper-based systems.

JOOTRH Chief Executive Officer Dr. Joshua Clinton Okise said the hospital has fully eliminated paper records, with all patient information digitised and accessible in real time.

He said the system has addressed longstanding challenges such as lost files, while enhancing coordination across departments and satellite facilities, including the Victoria Annex and the Prime Acre Amenity Wing.

Demonstrating the system’s data capabilities, Dr. Oluga pointed to real-time dashboards that enable hospital leadership to monitor patient volumes, service utilisation, prescriptions, and laboratory and pharmacy outputs.

He said the availability of such data supports timely, evidence-based decision-making and strengthens accountability.

Although the benefits of digitisation are already evident, hospital management said the system is still being expanded to cover additional service points as part of a phased rollout.
