Kenya proposes multi-agency approach to counter terror financing

Kenya has proposed a multi-agency approach to effectively deal with terrorism financing activities by all Islamic Military Counter terrorism coalition (IMCTC) member states.

The approach will bring together representatives from various Ministries, Departments and Agencies with different skill sets needed to detect hidden risks long before they become threats.

Speaking during the launch of a six-day training course held under the strategic initiative dubbed ’Building’, Deputy Army Commander Maj Gen. Mohammed Nur Hassan said the plan will trigger success in removing the financial oxygen from terrorist groups and weaken their ability to recruit, operate and endanger the lives of innocent people.

‘’The purpose of selecting participants from all sectors of government involves countering counter Terrorism Financing and anti-money laundering to harness comparative advantage each one of you possesses’’ he said 

The advanced-level training program will assist the participants understand money laundering tactics used to support terrorist operations both at local and international settings, combining theoretical knowledge with practical applications in order to make sound decisions.

Maj. Gen Nur said after being equipped with advanced-level knowledge, the officers will represent regulators, investigators, analysts, and financial-sector professionals required to safeguard all critical security architecture.

‘’No single entity can combat challenges posed by terrorist groups in order to effectively identify, disrupt, and dismantle illicit financial networks. I implore you to engage completely, learn from each other’s experiences, and strengthen the networks that are essential for our collective success’’ he added.

He stressed that the training comes on the backdrop of the initial two basic courses held in April and August this year involving 25 officers drawn from different departments.

He further warned that terrorism remains a persistent and adaptive threat, driven largely by access to illicit financial networks.

These skills will boost Kenya’s effort for co-operation and information sharing among local and international entities for effective utilization of training on terror activities.

The course comes as part of a series of training programs conducted by IMCTC in member states. Kenya is included in supporting joint efforts to counter terrorism threats and cross-border crime.
