Nairobi county introduces borough system in move to decentralize services

The changes aim to decentralize county operations and make it easier for residents to access services. Each borough will be overseen by a manager responsible for coordinating county functions within their area.

The Central Borough, covering Starehe, Mathare, and Kamukunji,  will be led by Charles Mabonga, with service centres at City Hall and Shauri Moyo.

The Eastern Borough, comprising Embakasi North, Embakasi West, and Embakasi Central, will be headed by George Muga, with a service centre at the Umoja I Sub County Administrator’s office.

The Western Borough, which includes Westlands, Dagoretti North, and Dagoretti South, will be overseen by Janet Kimeu, with a service centre at City Park.

The South Eastern Borough, covering Embakasi South, Embakasi East, and Makadara, will be managed by John Saruni. Its service centre will be located at Huduma Centre, Makadara.

The Southern Borough, comprising Kibra and Lang’ata, will be headed by Dabasso Wario, with services offered at Joseph Kangethe Social Hall.

The Northern Borough, covering Kasarani, Ruaraka, and Roysambu, will be led by Serah Gichamba, with a service centre at Gatharaini Grounds.

Sakaja said the restructuring is intended to reduce bureaucratic delays and make county services more accessible, noting that borough managers will be directly accountable for operations in their respective areas.

“Every corner of the city now has a champion—Borough Managers who are accountable for local service delivery. This is not just an administrative change; it is a shift in how we serve Nairobians,” he continued.

He added: "With the creation of six boroughs, we are bringing services closer to the people and ensuring every resident feels the impact of a responsive and accountable county government.” 

A borough is a designated town district with its own administrative unit, through which county services will now be delivered.
