Kenneth Kipkeboi Sang was arrested in Eldoret over the weekend following an intelligence-led operation and was transferred to Nairobi.
The DCI has sought to detain Sang for 14 days to complete investigations into the two killings, interrogate him, record his statement, conduct searches and pursue possible recoveries before charging him.
The investigating officer told the court that a Mini Jericho pistol, serial number 47302127, was subsequently recovered and examined, with a ballistic report linking the recovered cartridge cases and bullet head to the firearm.
The DCI told the court that investigations had established that the firearm had been issued to Sang, making him a prime suspect in the murder.
The investigating team also linked the suspect to an earlier incident in which Mutiso reported being confronted by two armed individuals riding on a motorcycle near Junction Mall along Ngong Road on July 7, 2026.
According to the application, the deceased managed to escape and subsequently reported the incident at Kilimani Police Station under OB No. 63/07/07/2026.
Investigators suspect Sang may have been among those involved in planning the attack.
The DCI further stated that other suspected participants in the murder remain at large, raising concerns about possible collusion, flight or the concealment and destruction of evidence.
Sang is expected to be charged alongside alleged accomplices who have already been charged before the Milimani High Court in Criminal Case No. HCCRC E004 of 2026 over Mutiso's murder.
In a separate allegation, investigators claim Sang played a significant role in the murder of lawyer Mbobu, who was killed on September 9, 2025.
The application describes Sang as a suspected planner in Mbobu's killing. His alleged accomplices have reportedly already been charged before the Kibera High Court in Criminal Case No. HCCRC E019 of 2026.
The DCI also argued that Sang poses a flight risk, alleging that he deserted his workstation after the alleged crimes and went into hiding.
The investigators said the additional detention period would allow them to interrogate the suspect, conduct searches and possible recoveries, complete outstanding inquiries into both murders and process him for charging.
They also sought to have Sang escorted to hospital for a mental assessment before his appearance for plea-taking.
