Public Service leaders urge ethical recruitment, continuous HR development

The Principal Secretary for Public Service and Human Capital Development, Dr. Jane Kere Imbunya, on Monday paid a courtesy call on the Chairman of the Public Service Commission (PSC), Ambassador Antony Muchiri, in a meeting that underscored shared commitments to integrity, professionalism, and strategic collaboration in public service.

During the engagement, Dr. Imbunya praised the Commission's unwavering commitment to merit-based recruitment and ethical governance.

She cited her own experience as a testament to the Commission’s values, recalling how, as a young woman from a rural village, she was interviewed and appointed on the basis of merit alone.

“My appointment was based purely on performance and capability,” Dr. Imbunya noted, reaffirming the importance of maintaining the PSC’s founding principles of integrity, fairness, and patriotism in public service.

Ambassador Muchiri, who served for ten years as Kenya’s Ambassador to China before assuming his current role, welcomed Dr. Imbunya warmly and praised her exemplary career trajectory. He emphasized that strong leadership is essential to national development and expressed confidence in the PS’s capacity to drive reforms within the sector.

The two leaders discussed the need to deepen cooperation between the State Department and the Commission, particularly in areas such as human resource development, policy implementation, and improved service delivery. They stressed the importance of strengthening institutional frameworks to ensure an efficient and results-driven public service.

To this end, Dr. Imbunya and Amb. Muchiri proposed the institutionalization of quarterly meetings to assess progress, address emerging challenges, and enhance coordination between the Commission and the State Department.

The conversation also highlighted the urgency of upskilling and retooling human resource personnel across government agencies. The leaders agreed on the necessity of continuous training programs aimed at modernizing human resource practices, adopting contemporary management tools, and enhancing talent development within the public sector.

Both parties reaffirmed their shared commitment to reforming and modernizing Kenya’s public service, pledging consistent, structured collaboration to achieve a more dynamic, ethical, and citizen-centered workforce.
