Sergeants-at-Arms push for enhanced security and efficiency in Parliament, County Assemblies

Interior Cabinet Secretary Kipchumba Murkomen has called for enhanced security, professionalism and adoption of technology within Kenya’s legislative institutions as the country adapts to emerging threats.

Speaking during the 3rd National Conference of Sergeants-at-Arms in Machakos County, Murkomen said there is a need to future-proof parliamentary support services amid evolving security and technological challenges.

The three-day conference, themed “Future-Proofing Legislative Support Functions in Times of Change,” has brought together Sergeants-at-Arms from Parliament and all 47 County Assemblies to strengthen coordination and operational efficiency.

Clerk of the Senate Jeremiah Nyegenye noted that legislative institutions are facing increasingly complex challenges, including security threats, political tensions and rapid technological changes.

Nyegenye urged officers to uphold discipline, integrity and professionalism, noting that the effectiveness of legislative institutions largely depends on their conduct and commitment.

Murkomen described Sergeants-at-Arms as guardians of order and dignity in legislative chambers, saying their role has expanded beyond ceremonial duties to include security management, crisis response and enforcement of parliamentary protocol.

He warned that emerging threats such as cyberattacks, disinformation and misuse of technology require advanced training and integrated security systems.

The Interior Ministry also pledged continued support through multi-agency collaboration to enhance the safety of legislative institutions, while maintaining respect for parliamentary independence.

Clerk of the National Assembly Samuel Njoroge commended the officers for maintaining order and neutrality in legislative chambers.

“We are united by one common purpose — to uphold the dignity, order and effectiveness of our legislative bodies. Every day, you create the environment that allows leaders to debate, disagree and ultimately make decisions on behalf of the people of Kenya,” he said.

Murkomen officially opened the conference, which runs until March 29, with participants expected to develop practical resolutions aimed at strengthening legislative operations across the country.
