Somalia’s Ports Minister Abdulkadir Mohamed Nur Jama has described the approval of the country’s new Constitution by Parliament as a historic milestone, calling it the “moment Somalia has been waiting for.”
“This Constitution provides Somalia with a framework to
restore governance, strengthen institutions, and ensure stability for all
citizens,” Jama said, highlighting the importance of a clear legal structure.
The landmark document, now ready for implementation, is
expected to improve accountability, clarify federal arrangements, and
strengthen public institutions.
Analysts say these measures will reduce conflicts between the
national government in Mogadishu and regional administrations, streamline
security coordination, and promote effective service delivery.
A major feature of the Constitution is the separation of
powers. By clearly defining the responsibilities of the Executive, Legislature,
and Judiciary, it establishes oversight mechanisms designed to prevent abuse,
reinforce transparency, and uphold the rule of law.
Observers note that a strong, independent judiciary will play
a central role in adjudicating disputes fairly and restoring public confidence.
Expanded human rights protections also form a central pillar,
safeguarding civil liberties, affirming equality before the law, and addressing
longstanding grievances.
Mogadishu has been designated a Capital Region, with residents
electing a local council that appoints district commissioners and a Capital
Council; the Capital Council then selects the Mayor.
Administrative matters fall under the Mayor, while the Federal
Government appoints a senior official responsible for security and political
affairs.
Other provisions include the election of the President by
Parliament, a maximum of two presidential terms, prohibition of dual
citizenship for top officeholders, and mandatory asset declarations for key
leaders.
Policy expert Zachary Masinde described the approval as
transformative. “Somalia has long had enormous potential, but historical
injustices limited progress. This Constitution is a decisive opportunity to
realize that potential,” Masinde said.
Minister Jama added, “This historic moment reflects years of
dedication, collaboration, and commitment from Somali leaders and citizens
alike.”
With implementation underway, Somalia now has a clear roadmap
toward sustainable governance, rule of law, and national unity.
