Senator Edwin Sifuna has pressed police chiefs to explain alleged interference and delays in investigations into the attacks on Senators Fatuma Dullo and Godfrey Osotsi, saying it would be unfair to shift blame to the victims.

Sifuna was speaking during a Senate Defense and Security Committee session attended by Inspector General of Police Douglas Kanja and DCI Director Mohamed Amin.

He asked the IG to clarify whether teargas canisters and similar devices are serialized and traceable through chain-of-custody records and whether it is possible for civilians to access them without police involvement.

“Please explain to us whether these items are serialized… Is it possible for you to ascertain who and where that tear gas canister came from?” he posed.

He also demanded an explanation after the DCI said he directed that initial investigating officers be issued with “short course” letters, asking whether the move was due to incompetence or pointed to political interference, as claimed by Dullo.

Sifuna further questioned whether investigators established if suspects who recorded statements were licensed firearm holders and whether they surrendered any firearms.

On timelines, he criticised suggestions that Dullo had slowed down the probe by being unavailable, saying senators are among the easiest people to reach.

“Please, it would be very unfair for you to try and push this thing back on the victim of such an attack,” he said.

Sifuna also questioned delays in ballistic analysis and obtaining call data records, arguing the timelines being cited do not make sense and could enable suspects to escape.

He urged police to disclose whether the delays are due to capacity or funding gaps, saying Parliament needs a clear picture to support reforms.

He also criticised what he termed politicisation and misallocation of police resources, saying priorities should be on protecting lives and solving crimes.
