Concerns after policeman records himself laughing at civilians reporting a case, posts video on TikTok

Kenyans have raised concerns about the behaviour of some police officers who appear to be livestreaming themselves as they handle criminal reports.

One such officer is 'Afande Denno', a Tiktok user who shares his daily activities on Tiktok and, sometimes, even goes LIVE while handling complaints at the Occurrence Book (OB) desk.

In one such video, Afande Denno can be seen openly mocking a team of people who can be heard reporting a battery case to him.

While they're speaking over each other, Denno looks directly to the camera, mocking their accent and laughing intermittently, clearly amused by their plight.

Denno also appears to goad them into repeating a statement, if only just for laughs and giggles.

That particular incident, however, is isolated since a cursory glance at his Tiktok account, where he boasts a decent 34,000 followers, shows Denno engaging in a myriad of other harmless activities which include helping out civilians with street duties, greeting his fans in crowded places, patrolling the streets at night, dancing and exchanging banter with his colleagues.

Incidents of junior police officers abusing their power and disrespecting their seniors were highlighted in a Nation article which detailed several cases where junior officers dramatically clashed with their seniors.

According to the Nation, there are junior officers who misuse their firearms in the line of duty especially when dealing with civilians.

The exposé also said that cases of defiance, insubordination and rebellion of junior officers against their seniors have increased.

In one notable case, in March 2022, Kenyans were treated to a dramatic scene that was caught on CCTV as junior officers armed with guns accosted and humiliated their senior in a bar in Kasarani, Nairobi. 

The senior officer  was waiting for his car to be washed when he noticed a lady puffing away and cautioned her against doing so in public.

Infuriated for being told not to smoke in a non-smoking zone, the lady walked out and returned with two officers who reportedly pointed a gun at the senior DCI officer, arrested him and fired four rounds from a Scorpion rifle and two rounds from a pistol. Then they frogmarched the senior officer to Kasarani Police Station and locked him up in the cells. 

And in February, at Githiga Police Station, Kiambu County, a drunk junior officer was arrested after reportedly attacking his senior, who had tried to stop him from assaulting a civilian. The junior officer had reported for his duty drunk and proceeded to chase out civilians who had come to file reports at the station.
