Baringo becomes first county to reject BBI bill

Baringo County has become the first county in Kenya to reject the BBI bill in a day of debate that degenerated into chaos at the Thursday assembly sitting.

Citizen Digital understands that the county assembly voted overwhelmingly against the bill with 30 MCAs voting no and only 5 voting yes.

Five MCAs did not participate in the exercise.

Tension was high on Thursday evening in Kabarnet town shortly after the Assembly Speaker David Kerich announced the results.

Multiple reports say teargas was lobbed into the assembly, forcing the legislators to scurry for safety.

The premises also survived what would have been a dreary fire after a teargas canister lobbed on the roof exploded, sending sparks flying.

On Thursday afternoon, the session took a 30-minute break after a clash between KANU and Jubilee MCAs brought business into a stand still.

KANU MCAs- the minority at the assembly- had accused their Jubilee counterparts of hatching a plan to shoot the bill down before the requisite public participation.

According to reports, drama begun after Ernest Kibet- who vied as an independent candidate- was slapped twice on the back by Mogotio Ward MCA Charles Kosgei.

So far, three counties; Kisumu, Siaya and Homa Bay have passed the bill which needs the support of at least 24 county assemblies before it can be tabled at the National Assembly.

Its proponents led by ODM leader Raila Odinga have expressed confidence that it will pass, comparing it wave to the unstoppable flow of the River Nile.
