BVR kits debate resurfaces as NASA makes stern demand to new IEBC boss

The National Super Alliance (NASA) has demanded that the Independent Electoral and Boundaries Commission (IEBC) provides the political stakeholders with a comprehensive report on the status of Biometric Voter Registration (BVR) kits.

In a meeting between NASA leaders, Raila Odinga, Kalonzo Musyoka, Moses Wetangula and Musalia Mudavadi and the IEBC commissioners led by chairman Wafula Chebukati and CEO Ezra Chiloba, the opposition said that it is essential for the electoral body to compile a report on each BVR kit that was in possession of the ousted team of Ahmed Issack Hassan to avoid cases of the kits being used in the August 8 polls irregularly.

“The new team should account for the BVR kits that were in possession of the ousted team,” said NASA.

The opposition argued that since 2013, “the ousted IEBC team managed stocks of BVR kits in an opaque and suspicious manner.”

Among the things the opposition wants addressed include a detailed stock report accounting for each and every kit that was in possession of IEBC in the lead up and after the 2013 elections.

It also says that there are some BVR kits that were loaned to Burundi during its elections that were not accounted for and such information need to be made public.

“The terms and conditions under which BVR kits were loaned to Burundi should also be disclosed,” demanded NASA.

NASA also wants the terms and conditions under which BVR kits were ‘donated’ to state departments including the Ministry of Devolution and more specifically to the National Youth Service (NYS) programme made public.

“The IEBC should also give an explanation on the connection between the BVR kits donated to the NYS program and the unauthorized registration of youth who participated in the program,” added ODM claiming that the youth who participated in the NYS programme now “stand ineligible to be registered as voters” based on the foregoing.

The opposition also wants the IEBC to furnish it with the number of Huduma Centres that are being used in the registration process as well as information shared with third parties including its parent state ministry responsible for devolution, including data base or bases those kits were interfaced with or hooked into or with, as well as number of voters handled by each Huduma Centre.

Further, the opposition has also demanded that the IEBC furnishes it with details of the interface that currently exist between IEBC and state organs including the National Intelligence Service (NIS).
