Car grant, mortgage, entertainment allowance: Here's how much you will pay for 50 CASs

With President William Ruto on Thursday unveiling a list of 50 new Chief AdministrativeSecretary (CAS) nominees, all eyes are now on the National Assembly which has
been tasked with approving the respective nominations.
The CAS position was initially created by former President Uhuru Kenyatta in 2018 in a process that the High Court declared unconstitutional in 2021 before subsequently declaring the process legitimate in February 2023.
When he announced the creation
of the position, Uhuru noted that the CASs will work closely with their
respective Cabinet Secretaries (CSs) to enhance efficiency across all local ministries.
But what exactly are the benefits
and roles of CASs ? Here's everything you need
to know.
All CASs are entitled to a monthly salary of Ksh. 765,138, a house allowance of Ksh.200,000 and Ksh.100,000 entertainment allowance. This will see the taxpayer pay Ksh.53,256,900 for all the Chief Administrative Secretaries per month. In one year, the CASs will cost the Kenyan people Ksh.639 million annually and Ksh.3,195 billion in five years.
They are also privileged to
have two high-end vehicles, two secretaries, a driver and a personal assistant to
aid them in their daily activities.
CASs are also entitled to an
indefinite number of security detail who are tasked with protecting them while
on and off duty.
They will also enjoy a generous Ksh.10 million outpatient and Ksh.3 million inpatient medical cover.
The functions of the CAS entails responding to issues touching on the portfolio assigned to the office of their respective ministries.
They are also expected to provide liaison with the National Assembly and Senate and County Governments on matters of concurrent mandate and common interest.
CASs are also responsible for providing inter-ministerial / sectoral coordination and representing their respective Cabinet Secretary at any meeting as instructed by the ministers.
They are also expected to execute any other duties and responsibilities specifically assigned to the office by the Cabinet Secretary in furtherance of the interests of the Ministry.
