CoG calls for speedy transfer of all devolved functions, increased resource allocation

The Council of Governors has called for speedy transfer of all devolved functions and the attendant resources as directed by President William Ruto. 

While speaking on Wednesday during the third senate induction forum held in Naivasha, the council’s chair, Anne Waiguru, urged senators to prioritize the increment in resource allocation and timely disbursement of funds to the county governments.

She said that the senate also need to fast track the full transfer of all the devolved functions from the National to the County Governments as envisioned by the constitution. 

She thanked President Ruto for his quick action in signing the full transfer of all county functions saying this shows his commitment to success of devolution. 

Citing the refusal by the Ministry of Sports to hand over Wang’uru International Stadium to Kirinyaga county government as an example, the Chair said that the national government was still holding onto some of the devolved functions thus undermining the spirit of the constitution. 

Waiguru who is also Kirinyaga county governor noted that improved resource allocation would improve service delivery in the devolved units. 

“The funds allocation should be increased from the current 14 percent to at least 35 percent to ensure that devolution works better across the country”, she stated 

The COG leader also called for improved relationship that will advance devolution through collaboration between the governor’s body and the Senate. She urged the senators to initiate the formation of a legal framework that will fully safeguard devolution.
