CS Nkaissery puts Governor Kidero on notice over City Hall ‘chaos’

Interior Cabinet Secretary, Major Gen. (Rtd.) Joseph Nkaissery, has put Nairobi Governor, Dr Evans Kidero, on notice over what he termed as utter disregard of the law to forcefully evict Members of the County Assembly from their office space at City Hall.

Speaking when he met Members of the Nairobi County Assembly led by Speaker, Alex ole Magelo, Nkaissery said that no one is above the law noting that action will be taken against anyone who contravenes the law.

Nkaissery ordered proper security be provided in and out of City Hall in replication of the security arrangement at Parliament while saying he had formed a team to investigate the matter.

The impromptu meeting between Nkaissery and Assembly officials came after Members of the County Government made frantic efforts to gain access to the offices.

Early Thursday, November 24, the Executive Committee Members stormed City Hall attempting to forcedly gain access to the fourth floor of the Northern Wing which they claimed is renovated to suit their needs.

The CEC, through their lawyer Willis Evans Otieno, petitioned the High Court on November 18, 2016 to grant them access to the fourth floor and other areas of the city hall.

In their case filed on November 18, set to be ruled on December 13, the CEC claiming the locking of the section of City Hall has affected their ability to provide services to the people of Nairobi and exposed the county government to serious potential loss of vital documents in the offices.

According to the County Secretary, Robert Ayisi, the county government had used Ksh 630 million to refurbish the floor and install a GIS Based Mass Voter registration system for Nairobi, internet cabling in readiness for connection to LAIFORMS and IFMIS financial systems within the area that the assembly claims ownership.
