CS Rotich leaves DCI after 12-hour grilling, ordered back tomorrow

National Treasury Cabinet Secretary Henry Rotich was on Tuesday grilled at the Directorate of Criminal Investigations (DCI) for over 12 hours over the multi-billion Arror and Kimwarer dams scandal.

Rotich accompanied by his lawyers arrived at the DCI headquarters on Kiambu Road at around 5.45am for a grilling session that would last all day long.

The Treasury CS left the criminal investigations centre at around 8pm with his lawyer Katwa Kigen disclosing that Rotich is expected back tomorrow at the DCI headquarters for more interrogation.

He presented himself before the DCI detectives after he was summoned by DCI boss George Kinoti to shed more light on the controversial payment of Ksh.20 billion to an Italian firm — CMC di Ravena — for the construction of Kimwarer and Arror multi-purpose dams in Elgeyo Marakwet County.

A source within the investigating team divulged that CS Rotich was subjected to an array of questions on how the monies were released to the Italian firm before the project commenced, but more so without designs.

Rotich would also be probed as to why he went against the advice of the Attorney General and signed off a deal with a company grappling with financial constraints

If found culpable, CS Rotich is likely to face graft charges alongside Kerio Valley Development Authority (KVDA) Managing Director David Kimosop, KVDA procurement boss William Maina Kiprotich and the authority’s engineer Paul Serem among other officers.
