‘DCI is under IG Mutyambai,’ DPP Haji clarifies on rivalry with Kinoti, says they are not equals

The supremacy
battle between the Director of Public Prosecution (DPP) Noordin Haji and
Directorate of Criminal Investigations (DCI) George Kinoti appears to
be far from over after DPP claimed he is ranked way above the DCI.
In a press briefing
on Thursday, DPP Haji pointed out that his position as outlined in the
constitution was to direct Inspector General of Police Hillary Mutyambai who is the DCI’s boss and
not to battle with the DCI who is only, but an officer under the IG.
“My relationship is
with the Inspector General of Police, who is in charge of the National Police
Service and whom under the constitution, I direct. The DCI is an officer under
the IG. As such, my relationship should be gauged with the IG,” he said
“If there is an
issue with the DCI, then the IG will deal with it. In the pecking order, I deal
with the IG and I direct the IG.”
Haji dismissed a
personal rivalry between him and Kinoti maintaining they were not equal to be
disputing, further noting that if the DCI had issues, he should reach out to
his (Haji) juniors who are in the same position.
On how he resolves
to handle the inter-Agency relations he said: “I have quite a number of deputy
directors who are at the same level with him. You can ask my deputy director in
charge of corruption, there is another one in the homicides… Those are the
people he should be dealing with,” said the DPP.
In May this year,
DCI Kinoti accused the DPP of forgery claiming that the chief prosecutor
doctored an attendance list of Terrorism and Terror Financing Act stakeholder
forum that was held in March.
Since then, the two
have been at loggerheads while administering their mandates.
