'Don't spend public funds to congratulate me in newspapers,' Ruto tells all government agencies

President-elect William Ruto's office has asked all ministries, county governments and public institutions not to spend public funds to send out congratulatory messages to incoming Head of State William Ruto and his deputy Rigathi Gachagua.

In a circular dated September 7, 2022, Mr. Davis Chirchir, the Chief of Staff in the office of the President-elect, said the decision had been made in line with the commitment made by the incoming Ruto administration to cut on non-essential expenditure.

Public institutions wishing to send congratulatory messages to President-elect Ruto have been asked to do so through their respective webpages, portals, or social media accounts.

"Cognizant of the prevailing economic situation in the country and the austerity measures implemented by the Government as part of the FY 2022/23 Budget, the Office of the President-Elect has sanctioned the issuance of guidelines on the transmittal of congratulatory messages by State Offices. 

In that regard, and in fidelity with the incoming Administration's manifesto commitments on the management of non-essential expenditure; State Organs, County Governments, Ministries, State Departments, Constitutional Commissions, Independent Offices, and State Agencies," reads the circular.

The circular was directed to all Cabinet Secretaries, County Governors, Chairpersons of Constitutional Commissions/Independent Offices, Principal Secretaries/Accounting Officers, Chief Executive Officers of Constitutional Commissions and Chief Executive Officers of State Corporations/Agencies.

Ruto's office further instructed that no commemorative souvenirs or pull-outs shall be published in any print or electronic media in commemoration of the ascension into Office by the President-Elect and Deputy President-Elect using public resources.
