EACC wants two prisons staff in fraud case blocked from using, transferring Ksh.16M

The Ethics and Anti-Corruption Commission (EACC) has moved to court seeking to block the use and transfer of over Ksh.16 million being held by two prisons department staff.

Joseph Kariuki Mwangi, Maureen Ndungwa Mwikya, Eric Kipkurui and Moses Juma Sirengo have been named as respondents in the matter.

EACC argues that preliminary investigations established that Joseph Mwangi and Maureen Mwikya fraudulently acquired Ksh.12 million and Ksh.4.8 million respectively for food rations purported to have been supplied to four prison facilities.

“Part of the illegal funds in the sum of Ksh.4.8 million was deposited in two bank accounts held at Housing Finance Corporation Kenya in the name of Moses Juma,” read court papers.

According to the commission, the food rations were never supplied, and the two were aided in the fraudulent acquisition of funds by Moses Juma Sirengo, who is the Principal Accountant at the State department of corrections.

EACC has also reportedly established that properties of the two were purchased using the illegally acquired funds.

The commission now says that it is apprehensive that the respondents, being aware of the ongoing investigations, may transfer the properties and withdraw the funds before investigations are completed and proceedings for recovery initiated.

EACC wants the court to bar the respondents from transferring two apartment properties.
