A former secretary for the Kerio Valley Development Authority (KVDA) has testified in the ongoing multi-billion-shilling fraud case involving the Arror and Kimwarer dams.

Charity Mui who is the first prosecution witness on Monday appeared before the Milimani Anti-Corruption Court for cross-examination on the scandal where billions were paid to an Italian firm for work not done.

Ms. Mui told Chief Magistrate Lawrence Mugambi how the accused persons conspired to float tenders for the 2 projects and awarded CMC di Ravenna-Itinera Joint Ventures, even though the company did not bid for the projects. 

She served as a secretary to KVDA Adhoc Technical & Evaluation Tendering Committee that evaluated tender documents in respect to the two projects. 

In the multi-billion shillings dam fraud case, former Treasury CS Henry Rotich, former KVDA Managing Director David Kimosop and seven others are charged with conspiracy to defraud the Government of Kenya.

The Office of the Directorate of Public Prosecutions (ODPP) has lined up 32 witnesses to prove the case.

The Noordin Haji-led prosecution agency had initially charged 24 individuals in relation to the scandal but has since terminated charges against 15, among them Former Treasury PS Kamau Thugge and his former East Africa Community counterpart Susan Jemutai Koech, after they agreed to be prosecution witnesses.
