Graft comes back to haunt Judiciary – Mutunga

Chief Justice Dr. Willy Mutunga now says the high levels of corruption in the Judiciary must be addressed with immediate effect failure to which the country risks going back to corrupt ways.

Mutunga, says that millions of shillings in revenue meant for the Judiciary are going to individual’s pockets.

The CJ, who made an impromptu visit to Nairobi-based Traffic Courts and cells in a fact finding mission, said that cartels are minting money out of the judicial process fleecing motorists and the government.

Mutunga said he has uncovered massive corruption in the traffic courts where police and brokers have set up parallel courts (‘Kangaroo courts’) where they process the fines illegally and pocket the cash.

The CJ added that revenue meant for the running of the Judiciary, maintaining structures and other legal services have been hampered by the officers in cahoots with the cartels that has seen millions in revenue disappear without trace.

Mutunga also toured the Milimani and Kibra law courts to check whether circulars related to traffic offences, traffic fines and other charges in courts directing traffic offenders who accept liability to settle court fines and bails and not be locked up had been acted upon.

This comes less than a month after he (CJ) decried the rising levels of corruption in the Judiciary.
