Whether you are a beneficiary of a loan from the Higher Education Loans Board (HELB) or not, a certificate of compliance and clearance is a document you may require at some point.

A HELB compliance certificate is issued to beneficiaries who are still repaying their loans as well as non-beneficiaries who need HELB clearance perhaps when it's a requirement during a job application.

On the other hand, a HELB clearance certificate is given to HELB beneficiaries upon completion of loan repayment.

The HELB Non-Loanee Compliance Certificate (if you never took a loan) is absolutely free and accessible online through the HELB portal. (https://www.helb.co.ke/compliance-certificate/).

If you are still repaying the HELB loan, you will need to visit the HELB offices to get a compliance certificate. If you had not been repaying the loan and you urgently need the certificate, where you will pay an instant amount of Ksh.4,500 or Ksh.1,500 for three months to get the compliance certificate.

For the compliance certificate, it is obtained at the HELB offices upon completion of loan repayment.

At the HELB offices, they will confirm that you have indeed completed repaying your loan and the clearance certificate will be handed to you immediately free of charge.

If you are an employee you may need to submit this document to your employer to stop them from making monthly deductions for HELB repayment on your salary.
