Interior PS Raymond Omollo champions PVE Model Bill to combat extremism

Interior Principal Secretary Raymond Omollo has undescored Kenya’s steadfast commitment to combating terrorism and violent extremism. 

He was speaking on Wednesday during the Prevention of Violent Extremism (PVE) Model Bill for County Governments Workshop held at Lake Naivasha Simba Lodge.

Addressing participants, PS Omollo highlighted the ongoing threat posed by violent extremism despite the successes of security agencies in averting numerous attacks. 

He emphasized the need for continued vigilance, stating, “We must ensure that Kenya does not become a safe haven for terrorist or extremist activities.”

PS Omollo commended the PVE Model Bill as a progressive framework that equips counties to actively integrate prevention strategies into their governance structures. 

He explained that the Bill would help counties mainstream funding for counter-extremism initiatives, foster seamless collaboration between national and county governments, and empower communities to proactively address the threat of extremism.

He also acknowledged the evolving nature of violent extremism, referencing issues such as cultural practices driving banditry and inter-community violence, as well as the Shakahola tragedy, which shed light on dangerous extremist ideologies. 

The PS called for community-driven and culturally sensitive solutions to address these complex challenges.

“The Model Bill aligns with the National Strategy to Counter Violent Extremism (2016) and enables counties to contribute meaningfully to national peace and security,” he remarked.

PS Omollo concluded by reaffirming the government’s dedication to fostering a united and secure Kenya, urging stakeholders to collaborate in implementing the PVE Model Bill. He emphasized the importance of building resilience against violent extremism in all its forms.

Among the notable attendees were Director of the National Counter-Terrorism Centre (NCTC) Kigen Kibiego, Nakuru County Commissioner Layford Kibaara, Irene Ogamba, Director of Legal Affairs at the Council of Governors, and Lonah Losem, CEO and Secretary of the County Assemblies Forum.
