This he said on Wednesday in Kwale County as he inspected construction of the Samburu Sub-County Headquarters which he says will aid officers execute their mandate effectively.
He said that the facility will also bolster access to government services to members of the public.
"Please take that war seriously, it's going to be a permanent war until we rid our country from the dangers of drugs and substance abuse," said Kindiki.
The facility shall house offices for the Deputy County Commissioner, and the Sub-County heads for persons' registration, births and deaths, education, youth affairs, and Labour and disability affairs.
Based on a 50-50 payment structure, the Ksh.50 million project will be funded by the Ministry of Interior and the Kinango Constituency Development Fund.
Kindiki later visited Mombasa and Kilifi counties to inspect the construction of other facilities and oversee the release of bodies of the Shakahola massacre victims.
In recent weeks, amid heightened vigilance on the consumption of illicit liquor and drug substances in the country, CS Kindiki has said that about 18,000 bars and liquor joints have been closed down.
