Keter threatens to lead demonstration to oust Waiguru

Nandi Hills MP Alfred Keter has threatened to lead demonstrations to evict Devolution Cabinet Secretary Anne Waiguru from office over allegations of rampant corruption at her ministry.

In a media briefing on Wednesday, Keter gave Waiguru until next Tuesday to resign failure to which he will lead a revolt to oust her.

He further noted that he has so far collected 41 signatures in addition to the 91 that he had, saying he is ready to file a petition to impeach Waiguru.

Keter called on public support saying he is fighting to save the country from theft of public resources.

He stated that in pushing for the impeachment of Waiguru, he is acting as a friend and not enemy of Jubilee, saying his efforts are aimed at promoting transparency and accountability in government.

This will be the second attempt for Keter to impeach Waiguru after his first petition was rejected by the National Assembly speaker for failing to meet the required threshold of 88 signatures.

The turn of events emerged after 17 members of Parliament withdrew their signature from the petition to impeach the Devolution CS, leaving the list short of the required number.

Keter has claimed that some of the members of Parliament were intimidated into withdrawing their signatures from the petition, with the government warning that it will halt National Youth Service (NYS) projects from their constituencies if they went ahead with the plan.

He further alleged that some MPs were “bribed as little as Sh1 million” to withdraw their signatures, adding that he will not relent in his push to have Waiguru removed from office.

In an interview on Citizen TV’s Power Breakfast on Monday, Keter had asked Kenyans to pray for him so that I may succeed on impeaching Devolution CS Waiguru.

He stated that the process of impeaching Waiguru is not easy as it is faced with intimidation and harassment from the government and opposition from “sycophants” in Parliament.

“The problem in Parliament is that it is filled with sycophants and Jubilee leadership in Parliament, including Whips and the Majority Leader, have lost direction,” he stated.

“I am in Jubilee and I believe we should start fighting the rot from within and if the government has failed in stemming corruption, it should quit and allow Kenyans to elect responsible leaders.”

He claims that corruption at the NYS is still ongoing, adding that it has escalated from overpricing to adding zeros on figures, like changing Sh40,000 to Sh400,000.

He accused the Ethics and Anti-Corruption Commission of submitting findings on corruption at the NYS to Waiguru saying she is at the center the scam.

“The process of impeaching Waiguru is always tough because it is marred with intimidation and EACC’s ‘list of shame’ was politically motivated that’s why no one has been prosecuted,” said Keter.

He put the real figure of the money lost at the NYS at Sh3.8 billion, saying the publicly declared figure of Sh791M was wrong.

Keter’s pronouncement on Wednesday comes amid a new storm that has rocked the Devolution ministry after it was accused of fraudulent transactions including the purchase of a DVD player for Ksh45,000.

The ministry is also accused of procuring a piano for Sh235,900, 18 male and female condom dispensers at a cost of Ksh 450,000 and 20 ballpoint pens at Ksh 174,000.

Additionally, the ministry is said to have bought Kaspersky anti-virus at a cost of Ksh 973,780 in September 2013 and Adobe InDesign CS6 software for office use at a cost of Ksh 1,900,000.

Waiguru has, however, come out to refute the claims saying she is not in any way connected to the corruption allegations leveled against her.

In a statement posted on her Facebook page, CS Waiguru said that the recent reports in the media were untrue and aimed at bringing her name into disrepute.
