KISE Director Kiogora urges calm and support for learners at Kapsabet School for the Deaf

The Ministry of Education, through the Kenya Institute of Special Education (KISE), has expressed deep sorrow following the unfortunate incident that led to the loss of a special needs learner on Thursday.

One student died, and 10 others were injured at AIC Kapsabet School for the Deaf after falling into a septic tank in the school compound.  

The students were rushing to have a glimpse of President William Ruto, whose motorcade was passing by the school. The students stood on an old septic tank, about 20 feet long. 

KISE Director Dr. Norman Kiogora has since described the tragedy as a deeply painful moment for the special education community.

“It is a very difficult and painful moment for the entire special education community, including the learner’s family, fellow students, teachers, and all those who support inclusive education,” he said.

Preliminary information indicates that the incident was accidental and not the result of any deliberate human action. Even so, Dr. Kiogora noted that the loss has had a profound impact on the school community.

“The loss of a learner—particularly one with special needs—is a profound tragedy that has deeply affected the school community,” he added.

The Ministry has since urged the school administration to ensure that all learners remain calm and receive the necessary support during this difficult period.

Dr. Kiogora saifd that the immediate priority is to provide reassurance and ensure that every learner feels safe, supported, and well cared for.

He further noted that KISE recognizes the emotional toll the incident may have had on students, teachers, and parents. Measures are therefore being put in place to help the school community through emotional support.

Additionally, following directives from the Cabinet Secretary and the Principal Secretary for Education, the institute will submit a comprehensive report, including a disability audit, aimed at assessing the circumstances surrounding the incident and strengthening safeguards in institutions that support learners with special needs.
