Man charged with impersonating Felix Koskei to demand Ksh.10 million bribe

A man accused of masquerading as Head of Public Service Felix Koskei to extort millions of shillings from a senior government official has been arraigned in a Nairobi court, where prosecutors secured strict conditions for his release.

According to the Office of the Director of Public Prosecutions (ODPP), Seth Omosira Osumo denied charges of impersonation and bribery when he appeared before Milimani Anti-Corruption Court Senior Principal Magistrate C. A. Okore.

The prosecutors revealed that Osumo allegedly presented himself as the Chief of Staff and Head of Public Service in mid-January and demanded Ksh.10 million from Engineer Kenneth Njuguna Mbogori, a regional director at the Kenya Rural Roads Authority. 

The money was allegedly sought as a condition for safeguarding the engineer’s position.

The court was told that the alleged scheme unfolded over two days, January 14 and 15, 2026, within Nairobi. 

Prosecutors added that Osumo demanded the money before later receiving Ksh.30,000 as part of the same arrangement.

Osumo is facing three criminal counts, including impersonating a public officer under Section 105(b) of the Penal Code and two counts of bribery under the Anti-Bribery Act.

While seeking bond, Principal Prosecution Counsel Willy Momanyi asked the court to impose stringent conditions, arguing that the case involved serious allegations and potential interference with evidence. 

The prosecution sought the surrender of the accused’s passport, restrictions on travel, and retention of two mobile phones believed to contain crucial evidence.

Magistrate Okore agreed with the prosecution’s position, ruling that the phones would remain in custody pending trial. 

“I am satisfied with the explanations given by the prosecution counsel on the issues regarding confiscation of the mobile phones belonging to the accused person,” she ordered. 

The court granted Osumo a bond of Ksh.1 million, with an alternative cash bail of Ksh.300,000, and ordered him to deposit his passport and all travel documents with the court. Any travel outside the court’s jurisdiction will now require prior approval.

Prosecutors were directed to furnish the defence with all witness statements and documentary evidence within fourteen days. The matter is scheduled for mention on February 2, 2026.
