According to Baya, the current appointment process has proven to be "long and time-consuming" for interested persons "who may not have time to go through the entire procedure."
Section 38(1) of the Second Schedule of the Act stipulates that where a vacancy occurs in the office of the Chancellor of a public university, the senate of that university shall, in consultation with key stakeholders identify five suitable persons for appointment.
The five names shall be proposed to the Senate and submitted to the Public Service Commission (PSC) for shortlisting and identification of three suitable candidates, ranked in order of merit.
PSC is then required to forward the names of the three candidates to the respective Cabinet Secretary for onward transmission to the President, who shall pick one individual for appointment.
The president's appointment is then published in the Gazette.
