Nairobi MCAs back Ruto - Sakaja cooperation agreement, dismiss impeachment plot

A section of Members of the Nairobi City County Assembly (MCAs) have expressed support for the cooperation agreement signed by President William Ruto and Governor Johnson Sakaja, describing it as a framework aimed at accelerating development in the capital.
In a joint statement on
February 19, 2026, led by Anthony Kiragu (Waithaka MCA) and Minority Leader
Lawrence Odhiambo, the MCAs dismissed rumours of an impeachment plot against
Governor Sakaja, urging residents to focus on the development agenda.
The legislators highlighted
that the agreement is expected to inject an additional KSh 80 billion into
Nairobi’s development, targeting infrastructure, urban renewal, and essential
services. They noted that Nairobi operates on an estimated KSh 40 billion
budget while serving over seven million residents, a figure significantly lower
than municipal budgets in global cities such as Paris and New York.
“These examples show that
collaboration between city administrations and national governments is a
practical approach to urban growth,” the statement said.
The MCAs also emphasized
that accountability mechanisms are in place, with the Implementation Committee
chaired by the Governor in coordination with national government officials to
oversee the rollout of projects.
“As Members of the County Assembly, we are fully engaged in this process, and our constituents will benefit from the programs under this framework,” the statement added, calling on residents to support the initiative.
