National gov't Administration Police Unit formally operationalised

The amendments, published in the Kenya Gazette under subsidiary legislation dated December 2025, establish the NGAPU as a specialised unit within the National Police Service tasked with supporting national government administrative officers, including Chiefs and Assistant Chiefs, in the execution of their lawful duties.
Under the new framework, NGAPU officers are required to operate in close coordination with police stations within their areas of deployment.
In any unit operation, the Ward or Division Unit Officer must record the nature of the operation in the Occurrence Book, while details of arrests and recovery of exhibits must be documented and the exhibits handed over to the Officer Commanding Station without delay.
The regulations further provide that where a unit officer requires assistance, the Officer Commanding a police station is obligated to provide such support promptly and without reservation, reinforcing inter-unit cooperation within the National Police Service.
Disciplinary control of the unit will be governed by existing Standing Orders, with proceedings conducted in accordance with Chapter 30 of the regulations and in compliance with Article 47 of the Constitution on fair administrative action.
Officers will be issued uniforms and equipment as prescribed under the National Police Service Dress Code Regulations.
The amendments also establish strict record-keeping and reporting requirements. Unit records are to be maintained in line with national police service records regulations, while all reports and returns must be submitted in accordance with the Standing Orders governing police reporting.
Responsibility for the accuracy and timely submission of these reports rests with the unit commander.
In addition, officers attached to the unit will be entitled to applicable allowances as determined by the National Police Service Commission.
The unit commander is also required to develop standard operating procedures for the NGAPU and submit them to the Inspector-General for approval prior to implementation.
