Speaker Anne Kiusya, in a communication on Tuesday, cited the House's Standing Orders, highlighting the need for action to address misconduct among members, stating that the nine legislators bore the greatest
responsibility for the April 8 mayhem that paralysed Assembly business and left
a trail of destruction.
“What the Assembly witnessed on April 8, 2025, was both
shocking, shameful and atrocious. Such acts of gross misconduct cannot go
unpunished,” said Kiusya.
“The said Members are hereby and forthwith suspended from
the House for eight sitting days effective today. The Clerk is hereby directed
to quantify the damages caused to the Assembly property on the said date and
surcharge the above-named members. That the said damages be equally shared
among the above-named members.”
The Speaker further noted that the House had gathered
extensive evidence of the events, including “eye witness accounts, video
tapes, voice recordings, still pictures… broken chairs, tables, doors, fire
extinguishers, [and] security locking systems all pointing to the anarchy
occasioned by the perpetrators.”
Those suspended include Nicholas Kitavi Nzioka, Stephen Nzue
Mwanthi, Judas Mbili Ndawa, Felix Mutunga Ngui and Raphael Lucky Nzau.
Others are Charles Mbuva, Phoebi Koki Mawa, Anna Nthenya
Ndilo and Catherine Kyee.
The suspensions follow months of chaos in the Machakos
Assembly, which has not held a full sitting for three months due to deep
political rifts.
The Speaker had earlier suspended sittings in April
following similar chaos that left three MCAs injured.
Some MCAs, opposed to the Speaker, had accused her of “sneaking
in motions,” mismanaging office funds, and failing to complete projects started
by her predecessor. Meanwhile, Kiusya’s allies pointed fingers at Governor
Wavinya Ndeti, accusing her of plotting the Speaker’s ouster.
In the April incident, enraged MCAs allied to the previous
leadership who disrupted the sitting, hurled objects, and reportedly barricaded
the Speaker inside her office for over nine hours.
On Tuesday, trouble
broke out after Speaker Kiusya announced changes to the House leadership, both
in the majority and minority coalitions.
This sparked outrage from a section of MCAs allied to the
previous leadership who disrupted the sitting, hurled objects, and reportedly
barricaded the Speaker inside her office for over nine hours.
