Nothing will stop me from implementing health sector reforms - Duale

Cabinet Health Secretary Aden Duale has maintained that nothing will stop him from implementing reforms in the healthcare sector, asserting that he will fight cartels in the sector.

Speaking in Vihiga, Duale put on notice facilities that were involved in acquiring millions of shillings, stating that he has already forwarded their names to the Directorate of Criminal Investigations (DCI) for further probe.

"The data we have is not with the guys who go on TV. I have solved all the disputes in the health sector. Doctors in all cadres are happy. Those people who are not happy are cartels and I have forwarded their documents to the DCI," Duale noted.

The health CS added that all healthcare facilities owed money by the Social Health Authority (SHA) will receive their payments after verification is done, after producing the required documents.

"We must verify those bills and we must make sure that what we are paying is the right bill. Anybody who wants me to verify should come with their documents. We have forensic auditors, do not attempt backdating," Duale noted.

Currently, Duale has said SHA claims worth Ksh.3 billion are being re-evaluated due to missing documents, while an additional Ksh.2.1 billion is under surveillance for further investigation.

He has also said that the ministry has rejected Ksh.10.6 billion in claims, citing fraudulent practices such as upcoding, falsification of medical records, conversion of outpatient cases into inpatient admissions, and phantom billing for non-existent patients.

Over 85 health facilities are under probe for conducting fraudulent activities and the Kenya Medical Practitioners and Dentists Council (KMPDC) has conducted inspections, which have resulted in the closure of 544 unlicensed health facilities.
