Somalia President Hassan Sheikh Mohamud hailed for landmark constitution

Somalia’s President Hassan Sheikh Mohamud has been widely praised for his pivotal role in advancing the country’s new Constitution, a milestone expected to strengthen governance, restore law and order, and consolidate democratic institutions.
Mohamud, the only Somali President to serve two consecutive
five-year terms, invested significant time and resources to ensure the Constitution
was ready for parliamentary approval.
Observers say his leadership and commitment were central in
navigating the complex process, which involved consultations with stakeholders
across the country.
“This Constitution is a turning point for Somalia. It lays the
foundation for an orderly society after decades of instability,” said Mohamud
Abdalla, a civil servant based in Mogadishu.
“It reflects the aspirations of the Somali people and provides
a framework for accountability and transparent governance.”
East African nations, members of the East African Community
(EAC), have expressed optimism over the development, viewing Somalia’s progress
as a positive signal for the region.
“Somalia’s steps toward constitutional governance strengthen
confidence in regional stability,” said Joseph Okello, a senior EAC official in
Nairobi. “This is an encouraging model for democratic consolidation in the Horn
of Africa.”
Residents along the Somalia-Kenya border also welcomed the
Constitution, highlighting its potential impact on trade and security.
“I believe this Constitution will help restore order at the
border,” said Musa Dhulow, a trader in Mandera, Kenya.
“With Kenya planning to reopen its border with Somalia, a
stable legal framework is crucial for businesses and communities alike.”
The Constitution outlines key governance provisions designed
to strengthen democratic institutions. The President is elected by Parliament,
while Members of Parliament are elected directly by the people.
The Prime Minister is appointed by the President but can be
removed by Parliament. A person may serve as President for a maximum of two
terms, ensuring continuity while preventing indefinite tenure.
Top officeholders, including the President, Prime Minister,
the two Speakers of Parliament, and the Chief Justice of the Supreme Court, are
prohibited from holding dual citizenship. They are also required to declare
their movable and immovable assets to the Auditor General upon assuming office,
promoting transparency and integrity.
Mogadishu has been granted the status of a Capital Region,
where residents elect a local council that appoints district commissioners and
a Capital Council.
The Capital Council then elects the Mayor, responsible for
administrative matters, while the Federal Government appoints a senior official
to oversee security and political affairs. The official term of government is
set at five years.
“This Constitution signals hope for Somalia and the wider
region,” said Fatuma Hassan, a civil society leader in Mogadishu. “It gives
citizens a clear roadmap for democratic governance and lays the groundwork for
peace and development.”
As Somalia prepares for parliamentary approval and
implementation, attention now shifts to translating constitutional provisions
into practical reforms.
Analysts say that if executed effectively, the Constitution
could mark the beginning of a more orderly, democratic, and prosperous Somalia.
