Appearing before the National Assembly Finance Committee on Monday, Kiptoo intimated that he has accrued the wealth from property investments including his houses and land in Nairobi.
He further noted that his source of income is his salary and also from farming business.
The Treasury PS nominee told parliament that if cleared for the position, one of his goal will be to broaden tax base and ensure everyone is on board.
However, Kiptoo
said his strategy will not hurt hustlers by increasing the tax burden.
“To increase the
tax base without hurting hustlers, we need to have a structured conversation
with KRA on how to. We will engage with professionals in KRA on how to broaden the
tax base without hurting businesses and tax payers,” he said.
He added that
the ministry shall have a discussion with experts on how to tax wealth
including lands and properties as way of increasing tax base.
“If this
committee approves me to be the PS, in the national Treasury I wanna assure
Kenyans that I will deal with the issues of wastage of resources, for example,
foreign trips by public servants will be frozen,” Kiptoo said.
Kiptoo was the first among 51 nominees to be grilled by the vetting committee.
The 51 nominees who have already been interviewed by the Public Service Commission (PSC) will be vetted by the departmental committees, which will then table their findings before parliament for approval.
Economic planning PS nominee James Muhati will appear next followed by Crop Development PS nominee Philip Harsama and Harry Kimutai, who will serve as Livestock Development PS.
In the afternoon, the Health Committee will vet current Labour PS Eng. Peter Tum before Dr. Josephine Mburu faces the same panel.
