Kipkoech, who finished third in last year's edition, was too good for his rivals, clocking 31:49 to take home the crown.
The 19-yr old admitted to being surprised if winning the race but he had been determined to be on the podium.
"After failing to win last year's race, I went home to put in a lot of work in my trainings and I'm glad it has paid off. I was not expecting to win but I just put in the effort that was needed."
Last year's champion Samwel Chebolei and runner up Robert Kiprop had been expected to be in the mix of this year's edition but gave it a wide berth with Kipkoech pouncing on the moment to storm to victory.
Kipkoech is aiming to build up on his wins in participating in major cross-countries next year.
Kipkosgei on the other side heaped praise on his coach Patrick Sang for guiding him to the second place.
"My coach pushed me to be on the podium today. He told me I could do it and I listened to his words and pushed myself. I want to thank him for the work he has done to me."
Women elite 10km race saw Dorcus Ndiema take home the crown after timing 35:44 to beat rivals Brenda Jepchirchir (36:08) and Faith Cherono (36:39).
It was her second attempt to be on the podium finish after a seventh place finish in last year's edition.
The Kaptagat-based athlete who is also guided by legendary coach Patrick Sang credited her success to the sheer hard work she put in place after a disappointing outing in World cross country trials.
"I'm elated to to win today's race after the disappointment in trials. I thank God for this win. The competition was stiff but I managed to win," an overjoyed Ndiema said.
