The Paul Odera coached side will either face Senegal or Algeria in the semifinals on Wednesday July 6 as they focus on qualifying for the World Cup for the first time.
Kenya scored seven tries converting two plus a penalty against Uganda's one converted try.
Simbas scored their tries through Oilers John Okoth who scored a brace with substitute and Kabras Sugar's Teddy Akala, Bethwel Anami, Thomas Okeyo and KCB's Samuel Asati adding the others with Darwin Mukidza converting two tries.
It was Collins Injera's first match for Simbas after a four-year absence bringing experience and exposure to the side running in the racks to deliver tries for Kenya.
Other teams that have qualified for the semifinals are Namibia and Zimbabwe who will face off on Friday evening after a 71-5 and 38-11 wins over Burkina Faso and Ivory Coast respectively.
The winner of the eight team knockout tournament will qualify as Africa 1 and will play in Pool A against defending champions New Zealand, host France, Italy and Uruguay.
