NYS scandal: This man Richard Ethan Ndubai

National Youth Service (NYS) Director General Richard Ndubai has been in the eye of a storm over the alleged theft of Ksh.8billion at the institution.

Ndubai, who has previously championed himself as an expert in eliminating corruption is now fighting to save his public service career that spans over 20 years.

The NYS Director General was picked from his house on the night of May 27, after the police submitted investigation files to the Director of Public Prosecutions.

He then re-appeared on Tuesday, May 29 at Milimani High Court, in handcuffs, from the Muthaiga Police Station where he had spent over 30 hours.

This was a humbling disposition for a man who has been serving at the helm of the multibillion paramilitary organization, mandated to engage the youth in nation building.

Ndubai accepted his appointment to head NYS in January 2016.

His swearing-in ceremony came with a full brief to resuscitate the organization that was chocking in corruption.

Prior to his appointment, Ndubai was offering performance management consultancies to the UN in various African countries.

His expertise in this field had seen him rise to the position of Permanent Secretary for Public Sector Reforms and Performance under Retired President Mwai Kibaki.

He is credited with transforming the public service through introduction and implementation of performance contracts.

In his CV, he notes that his outstanding performance earned him several stars on his sleeve including State House commendation.

He acquired a Masters Degree from the prestigious Harvard University as well as a PhD.

This is coupled with several other additional trainings in various parts of the world including a Certificate in Corruption Prevention.

He becomes the third NYS Director General to face corruption charges after his predecessors Nelson Githinji and Jasper Rugut.
